Propagate by division. City Lights is quite slow to increase and bulk up, it is also said to be pest resistant.

Opinion

Good solid hosta from the gardeners point of view. Slow to increase, which is a bugger from the nurseryman's angle, but a worthy plant. While this variety starts off glaucous, this soon develops into a lovely satin sheen.
